The digitalization and green development of Sichuan’s manufacturing industry has added new momentum. Recently, the Sichuan Intelligent and Green Development Promotion Center was officially put into operation in Chengdu. The Sichuan Manufacturing Industry Intelligent Transformation and Digital Transformation Empowerment Platform, which was launched and built, is the first provincial-level integrated service professional platform for “intelligent transformation and digital transformation” in the manufacturing industry in China. In the future, this place will provide better assistance for the digital and green development of enterprises.
This is a microcosm of Sichuan’s pursuit of a “green” and “carbon” new path. In recent years, Sichuan has adhered to ecological priority, conservation and intensive, green and low-carbon development, accelerated the construction of an economic system of green and low-carbon circular development and a clean, low-carbon, safe and efficient energy system, accelerated the overall green transformation of economic and social development, and constantly consolidated the green background of a new chapter of Chinese path to modernization in Sichuan.
Promote continuous optimization and upgrading of industrial structure
On October 28th, hundreds of devices were running at high speed in the lithium battery production workshop of Sichuan Tianjin New Energy Technology Co., Ltd. in Shehong Economic Development Zone, Sichuan. Not far away is the factory building of Sichuan Shukuang Huanli Technology Co., Ltd. Phase I project, which produces battery grade lithium carbonate by recycling waste lithium batteries.
Focusing on the development of the lithium battery new material industry, Shehong has established a full lifecycle industrial chain of “lithium mineral resource development and utilization – battery material production – lithium battery recycling and utilization”, and the lithium battery industry is gathering momentum.
Focusing on vigorously developing green and low-carbon industries, in recent years, Sichuan has strictly implemented national industrial policies, strictly controlled project access, and resolutely resolved and eliminated outdated production capacity. And through the implementation of the Six Advantageous Industries Quality Enhancement and Doubling Action, we will vigorously develop green and low-carbon advantageous industries such as crystalline silicon photovoltaics and power batteries. A set of data can prove the achievements of Sichuan’s vigorous development of green and low-carbon industries – in 2023, the added value of Sichuan’s six major advantageous industries and green and low-carbon advantageous industries increased by 6.6% and 11.9% respectively.
Not only developing green and low-carbon industries, but also “rebuilding” traditional industries. In recent months, Sichuan has held multiple supply and demand matchmaking events, with the main players including high energy consuming and high emission industries such as chemical, steel, and electrolytic aluminum. The aim is to promote the green and low-carbon transformation of industrial enterprises through the form of supply and demand matchmaking events, and help enterprises achieve green development and mutual benefit.
Carbon has taken a new path and is moving towards green development. As of now, Sichuan has created 657 national and provincial-level green factories, 89 green industrial parks, and 11 green supply chain management enterprises. At the same time, we will resolutely curb the blind development of “two highs and one low” projects, and control the blind implementation of high energy consuming projects from the source. Since the 14th Five Year Plan, a total of 405 energy-saving reviews have been completed at the provincial level. In addition, Sichuan is accelerating the construction of a national comprehensive utilization base for bulk solid waste, and has promoted the implementation of circular transformation in more than 100 industrial parks.
Steady progress in energy green and low-carbon transformation
Recently, the groundbreaking ceremony of the 940000 kilowatt photovoltaic power generation project in Lama, Meigu County, Liangshan Prefecture, marked the official start of the first million kilowatt photovoltaic single project of the Jinsha River downstream water wind solar integrated base (hereinafter referred to as “Jinxia Base”). After the completion of the project, an average of 1.376 billion kilowatt hours of clean electricity can be produced annually, reducing carbon dioxide emissions by 744500 tons.
It is worth mentioning that the “Jinxia Base” is one of the nine clean energy bases clearly defined in the national “14th Five Year Plan”, and is also a national demonstration base for integrated wind, solar, water and storage in China. The planned total installed capacity of water, solar, wind and clean energy is nearly 70 million kilowatts. The synergy and complementarity between photovoltaic power stations and hydropower projects can jointly ensure stable energy supply. As of now, all four world-class mega hydropower stations with a total installed capacity of 46.46 million kilowatts in the “Jinxia Base” have been put into operation for power generation.
Sichuan, known as the province of thousands of rivers, is rich in hydropower resources. In recent years, with a focus on the upper and lower reaches of the Jinsha River, Yalong River, and the middle and upper reaches of the Dadu River, Sichuan has accelerated the construction of the “Three Rivers” hydropower base, vigorously developed wind and solar new energy resources, and promoted the complementary development of multiple energy sources such as water, wind, solar, hydrogen, and natural gas. By the end of 2023, the installed capacity of clean energy in the province will reach 110 million kilowatts, accounting for 86.7%. Among them, the installed capacity of hydropower will be 97.45 million kilowatts, ranking first in the country, and the installed capacity of wind, solar, and photovoltaic power will reach 13.44 million kilowatts, a year-on-year increase of 67.2%.
In addition to continuously promoting “green” energy production, Sichuan is also actively promoting low-carbon energy consumption. In the first garden style energy port in China – the Energy Port of the Eastern Industrial Park in Sanjiang New Area, Yibin, it integrates photovoltaic power generation, energy storage applications, charging and swapping, and low-carbon transportation management. The annual charging and swapping capacity can reach up to 25 million kWh, and it is expected to achieve an annual carbon reduction of about 25000 tons.
Up to now, Sichuan has implemented the “Electric Sichuan” action plan and continuously carried out electricity substitution in five major fields including industrial production, achieving a cumulative substitution of 102.6 billion kilowatt hours of electricity and reducing carbon dioxide emissions by about 89.5 million tons. The proportion of non fossil energy consumption in the province is about 20 percentage points higher than the national average. In addition, Sichuan is also promoting the renovation of port electrical facilities, with 153 berths currently capable of shore power supply; Implement the self-sufficiency project for green electricity on highways and continue to build zero carbon ports in Luzhou Port and Yibin Port.
Next, Sichuan will continue to deepen the construction of a national clean energy demonstration province and promote the complementary development of multiple energy sources such as water, wind, solar, hydrogen, and natural gas; In addition, we will focus on developing green and low-carbon advantageous industries such as crystalline silicon photovoltaics, power batteries, vanadium titanium, and storage, and expanding high-tech industries, green environmental protection industries, and modern service industries to build a green and low-carbon circular economy system.
